MỤC ĐÍCH CÔNG VIỆC / *JOB PURPOSE/ MANDATE*
CHOICE là doanh nghiệp Không vì lợi nhuận hoạt động không vì lợi nhuận, thành lập tại Việt Nam, cung cấp giải pháp và dịch vụ thiết thực, hiệu quả về chi phí trong giáo dục, truyền thông môi trường và tư vấn phát triển bền vững cho cả khối phi lợi nhuận và vì lợi nhuận. Chuyên viên Vận hành & Hành chính bảo đảm tổ chức vận hành trơn tru, đúng luật và có dữ liệu tin cậy: quản lý toàn bộ vòng đời nhân sự (People Operations) từ tuyển dụng, hợp đồng, chấm công, BHXH, thuế TNCN đến đánh giá KPI và văn hóa tổ chức; điều hành công tác hành chính văn phòng; và giữ cho hồ sơ pháp lý, nghĩa vụ tuân thủ của CHOICE luôn đầy đủ, đúng hạn. CHOICE is a Vietnam-registered not-for-profit enterprise providing practical, cost-effective solutions in environmental education, communication and sustainability consulting for both non-profit and for-profit clients. The Operations & Admin Executive keeps the organization running smoothly, lawfully and on reliable data: managing the full employee lifecycle (People Operations) from recruitment, contracts, timekeeping, social insurance and personal income tax to KPI evaluation and organizational culture; running office administration; and keeping CHOICE‘s legal records and compliance obligations complete and on time.

Quản trị nhân sự (45%) People Operations (45%)		Tuyển dụng và hội nhập / Recruitment and onboarding Tiếp nhận nhu cầu từ quản lý bộ phận; hỗ trợ lập kế hoạch và ngân sách tuyển dụng năm; Receive hiring requests from managers; support the annual recruitment plan and budget; Viết và đăng tin tuyển dụng, sàng lọc hồ sơ, sắp xếp và tham gia phỏng vấn, tổng hợp đánh giá cùng quản lý bộ phận; Write and post job ads, screen CVs, schedule and join interviews, consolidate evaluations with hiring managers; Thực hiện quy trình mời nhận việc theo Khung lương CHOICE; tổ chức hội nhập (onboarding) và thủ tục nghỉ việc (offboarding); Run the job offer process within CHOICE‘s Salary Framework; organize onboarding and offboarding; Hợp đồng và hồ sơ nhân sự / Contracts and employee records Soạn hợp đồng lao động, phụ lục theo mẫu chuẩn của CHOICE; quản lý sổ đánh số hợp đồng; theo dõi thời hạn thử việc và hợp đồng để trình gia hạn kịp thời; Draft employment contracts and annexes on CHOICE‘s standard template; keep the contract numbering register; track probation and contract end dates for timely renewal; Lưu trữ, cập nhật hồ sơ nhân sự và danh sách nhân viên; bảo mật dữ liệu cá nhân của người lao động; Maintain employee files and the staff list; protect employees‘ personal data; Chấm công, lương, BHXH và thuế TNCN / Timekeeping, payroll, social insurance and PIT Theo dõi chấm công, nghỉ phép; chuẩn bị dữ liệu đầu vào tính lương (công, phép, biến động nhân sự, hệ số KPI) và phối hợp Kế toán trưởng đối chiếu bảng lương; Track attendance and leave; prepare payroll inputs (working days, leave, headcount changes, KPI ratios) and reconcile the payroll with the Chief Accountant; Thực hiện thủ tục BHXH, BHYT, BHTN (báo tăng/giảm, điều chỉnh mức đóng, chế độ ốm đau, thai sản…); đăng ký thuế, người phụ thuộc và hỗ trợ quyết toán thuế TNCN cho người lao động; Handle social, health and unemployment insurance procedures (enrolment/termination, contribution changes, sickness and maternity claims…); employee tax and dependant registration and PIT finalization support; Đánh giá, đào tạo và văn hóa / Performance, training and culture Điều phối chu kỳ đánh giá KPI hằng tháng theo Quy chế lương: nhắc nhập kết quả, tổng hợp, hoàn tất Biên bản xác nhận KPI; Coordinate the monthly KPI cycle under the Salary Regulation: reminders, consolidation, completion of the signed KPI confirmation record; Khảo sát nhu cầu, lập kế hoạch đào tạo năm; tổ chức sự kiện nội bộ, khám sức khỏe định kỳ, retreat; tuyển và quản lý mạng lưới tình nguyện viên khi có nhu cầu; Survey needs and draft the annual training plan; organize internal events, periodic health checks and retreats; recruit and manage the volunteer network when needed; Kết quả đầu ra: 100% nhân sự mới có hợp đồng ký trước ngày làm việc đầu tiên; không trùng số hợp đồng; dữ liệu công chuyển Kế toán đúng hạn; Biên bản KPI hoàn tất hằng tháng; thủ tục BHXH đúng thời hạn luật định. Outcomes: 100% of new hires sign contracts before day one; zero duplicate contract numbers; payroll inputs delivered on time; monthly KPI records completed; insurance filings within statutory deadlines.
Hành chính văn phòng (30%) Office administration (30%)		Văn thư, lưu trữ / Records and correspondence Quản lý công văn đến/đi; lưu trữ hợp đồng, biên bản ghi nhớ (MOU), thỏa thuận hợp tác và hồ sơ pháp lý của tổ chức theo hệ thống, dễ truy xuất; Manage incoming/outgoing correspondence; file contracts, MOUs, partnership agreements and corporate legal records in a structured, retrievable system; Tài sản, thiết bị và dịch vụ / Assets, equipment and services Quản lý văn phòng phẩm, trang thiết bị, tài sản và đồ ăn uống tại văn phòng; kiểm kê định kỳ; Manage office supplies, equipment, assets and pantry; run periodic stock checks; Làm việc với đơn vị dịch vụ thuê ngoài (vệ sinh, gửi xe…): hợp đồng, gia hạn, đề nghị thanh toán; Manage outsourced services (cleaning, parking…): contracts, renewals and payment requests; Hỗ trợ Kế toán lập đề nghị thanh toán, tạm ứng và thu thập chứng từ hợp lệ; Support Accounting with payment and advance requests and valid supporting documents; Hậu cần và công cụ số / Logistics and digital workplace Đặt lịch công tác, phương tiện, lưu trú; hậu cần cho sự kiện, tập huấn (địa điểm, thiết bị); tiếp khách tại văn phòng; Arrange business travel and accommodation; logistics for events and trainings (venues, equipment); receive visitors; Quản lý tài khoản người dùng và phân quyền trên Microsoft 365/Google Workspace và các hệ thống nội bộ; cấp và thu hồi quyền khi nhân sự vào/nghỉ; Administer user accounts and permissions on Microsoft 365/Google Workspace and internal systems; grant and revoke access at joining and leaving; Kết quả đầu ra: hồ sơ pháp lý và hợp đồng tra cứu được trong ngày; không gián đoạn dịch vụ văn phòng; không còn tài khoản của người đã nghỉ việc. Outcomes: legal records and contracts retrievable within the day; no disruption to office services; no active accounts of former staff.
Pháp lý và tuân thủ (15%) Legal and compliance (15%)		Làm việc với cơ quan thuế, BHXH, cơ quan quản lý lao động và các cơ quan liên quan về thay đổi, cập nhật thông tin pháp lý của tổ chức; Liaise with tax, social insurance, labor and other authorities on changes to CHOICE‘s legal information; Soạn thảo/cập nhật, công bố và giám sát thực hiện Nội quy lao động, Quy chế lương, Bộ quy tắc ứng xử; thực hiện thủ tục đăng ký Nội quy lao động và báo cáo định kỳ về lao động theo quy định; Draft/update, publish and monitor the Internal Labor Regulations, Salary Regulation and Code of Conduct; complete labor regulation registration and periodic labor reports as required; Theo dõi thay đổi pháp luật về lao động, BHXH, thuế TNCN; duy trì lịch tuân thủ (compliance calendar) và cảnh báo sớm cho COO; Track changes in labor, social insurance and PIT law; maintain the compliance calendar and flag risks early to the COO; Hỗ trợ quản lý dự án rà soát hợp đồng, văn bản hành chính; phối hợp với công ty luật khi cần; Support project managers in reviewing contracts and administrative documents; coordinate with law firms when needed; Kết quả đầu ra: không có nghĩa vụ pháp lý nào quá hạn; văn bản nội bộ được công bố và lưu bằng chứng công bố. Outcomes: no overdue legal obligations; internal regulations published with proof of publication on file.

KỸ NĂNG VÀ TRÌNH ĐỘ / *SKILLS AND QUALIFICATIONS*
Kinh nghiệm *Work experience*		Tối thiểu 1–2 năm ở vị trí hành chính – nhân sự, People Operations hoặc tương đương; ưu tiên kinh nghiệm tại NGO/INGO, doanh nghiệp xã hội hoặc SME; At least 1–2 years in HR-admin, People Operations or a similar role; NGO/INGO, social enterprise or SME experience preferred; Đã trực tiếp làm thủ tục BHXH, thuế TNCN và chấm công/dữ liệu lương; Hands-on experience with social insurance, PIT and timekeeping/payroll data; Điểm cộng: kinh nghiệm vận hành hoặc triển khai ERP/HRIS, quản trị Microsoft 365/Google Workspace, Excel nâng cao (PivotTable, Power Query), xây dựng báo cáo/dashboard (Power BI, Looker Studio). A plus: experience running or implementing ERP/HRIS, administering Microsoft 365/Google Workspace, advanced Excel (PivotTable, Power Query), building reports/dashboards (Power BI, Looker Studio).
Kỹ năng *Skills*		Nắm vững Bộ luật Lao động 2019, Luật BHXH 2024 và quy định thuế TNCN hiện hành; Solid knowledge of the Labor Code 2019, the Social Insurance Law 2024 and current PIT regulations; Tiếng Anh đọc – viết tốt ở mức công việc; Good professional English (reading and writing); Thành thạo Word, Excel, PowerPoint; biết Canva là lợi thế; Proficient in Word, Excel, PowerPoint; Canva is an advantage; Tỉ mỉ, tổ chức công việc tốt, quản lý nhiều đầu việc song song theo hạn; High attention to detail, well organized, able to manage parallel tasks against deadlines; Giao tiếp nói – viết rõ ràng; giải quyết vấn đề; làm việc độc lập và làm việc nhóm. Trình độ *Qualifications*		Tốt nghiệp đại học chuyên ngành Quản trị nhân lực, Quản trị kinh doanh, Luật, Kinh tế, Quản trị văn phòng hoặc liên quan; Bachelor‘s degree in Human Resource Management, Business Administration, Law, Economics, Office Management or a related field; Chứng chỉ về nhân sự, C&B (lương – phúc lợi) hoặc phân tích dữ liệu là lợi thế. Certificates in HR, C&B (compensation and benefits) or data analytics are an advantage.
